The first two are the tell. A page that opens with a notice to users and a notice to law enforcement was written for the moment after something stopped, not for browsing.
A few hundred words are served with it, but nothing is structured around them: no section, no list, no dateline. That is the honest limit of this review. Whether anything remains behind the notice, what the index carried while it ran, and whether the address is meant to serve content again are all unanswerable from what is served, and inventing an answer would be worse than recording the gap.
