PicGenVid animates supplied still images into video and generates adult material from them. Photo-to-video is a genuinely difficult technical problem and the current generation of tools does it better than seemed plausible two years ago. That capability is also the entire concern, because the input is a photograph and photographs are overwhelmingly of real people.

A tool that accepts any image and produces adult video from it can be pointed at a picture of somebody who has never consented to anything, and the marketing invites precisely that reading. Nothing on the public page describes what the tool refuses, whether uploads are checked against anything, how long images are retained, or what happens to output.

Those are answerable questions and the page answers none of them.
